Minutes of the Friends of Parklands AGM held on 14 November 2024
Present: Roy Brand, Colin Clare, Jackie Clare, Andrew Griffiths, Bill MacLaurin, Chris Moss, Brian Sankey and Chris Wilkins
Apologies for absence: Eddie Gill, Robert and Marian Gedge
The Chairman (Colin Clare) welcomed the members present and thanked them for attending. He mentioned that the company currently restoring the Tithe Barn (Lexden Contracts) had sent a representative to help at the previous day's working party. They had also sent someone to help at the October working party; this extra help was much appreciated.
1.Secretary's Report
The Secretary's report (Annex A; See below) was circulated to all members on 23 October 2024.
2. Treasurer's Report
The Treasurer's report was circulated to all members on 6 November 2024. It showed the expenditure and income since the Group's financial report was produced on 31 March 2024, with the current balance being £1861.21
3. Matters arising from items 1 and 2
3.1 Havering Council's financial situation
Councillor Chris Wilkins explained that the Council had to borrow £32.5 million to meet their obligations in the current financial year. It looked like a similar process would have to be repeated next year. Support for parks would, therefore, continue to be a low priority except for essential work.
3.2 Floating Pennywort
The Chairman reported that the fishing club (Response Baits) had apparently been offered a grant by the Environment Agency to help clear pennywort from the lake. Whilst this was welcome news it would not, by itself, solve the long-term problem posed by this evasive plant.
3.3 Wild flower area
The Secretary (Roy Brand) said that he would try to ensure that the Council sow wild flower seeds at Parklands much earlier next year.
3.4 Information Board
The Chairman said that the board provided the facility for Friends of Parklands to post their own notices as and when required. The board had already been successfully used to advertise the need for additional volunteers to help plant daffodil bulbs at the October working party.
3.5 Treasurer
Andrew Griffiths told the meeting that he was willing to continue as treasurer, providing someone else volunteered to receive subscriptions paid by cheque and cash and would pay them into the bank. Colin Clare said that he was prepared to do this and would liaise with the treasurer to ensure that accurate and concise records were maintained.
N.B. All other items in the reports were accepted without comment.
4. Election of officers
All of the incumbents had indicated a willingness to stand for re-election in their current roles. In the absence of any opposition, the following were therefore re-elected:

5. A.O.B.
5.1 Recruitment of Working Party Volunteers
Bill MacLaurin mentioned that age was taking a toll on himself, and some of the other regular volunteers. Without new younger volunteers, the working parties would soon have to be discontinued.
Roy Brand said that there had been no response to previous articles in the UCRA Bulletin seeking volunteers; he wondered if some of those people currently employed, and working from home, had the flexibility to attend the occasional working party. Volunteers didn't have to be members of Friends of Parklands. Some discussion took place about the pros and cons of changing the regular dates of the working parties. Colin Clare agreed to design a suitable notice for insertion on the Information Board
5.2 Membership
Andrew Griffiths remarked that the number of members had declined over the last few years. As this was contrary to one of the Group's stated objectives, Roy Brand undertook to explore the possibility of another leaflet drop in the roads near to Parklands Open Space
5.3 Feeding foxes
Chris Wilkins said that the Council had received a complaint about people leaving food out for the foxes at Parklands.
The meeting accepted that, whilst the majority of residents would probably want to deter foxes, some people derived pleasure from feeding them. As feeding foxes is not illegal, there is not much the Council can do to stop it. However, it could be construed that putting out food in foil containers is a form of littering. The committee would consider putting up a suitable notice/sign at Parklands asking people not to put out food in foil containers at Parklands.
5.4 Web-site
Chris Moss told the meeting that we had committed to paying the costs associated with running the web-site (which Terry Belcher had kindly footed the bill for in the past). No requests for payment have so far been received.
5.5 Gratitude
Brian Sankey expressed his gratitude for the work done by the committee and the working parties.
Annex A
To all members of Friends of Parklands,
This is an update on matters affecting Friends of Parklands in the last 12 months.
- Havering Council's financial situation
The continuing financial plight of Havering Council means that funds are not available for anything other than essential work. Lime-washing of the bridge, for example, has again been deferred. - Floating pennywort
The curse of Parklands. The fishing club (Response Baits) arranged for a contractor to clear pennywort from the lake. By the end of April 2024 the lake was looking good. Since then, despite the efforts of the fishing club to clear certain areas, this invasive plant has continued to flourish. It now covers a large area of the lake, particularly around the vicinity of the historical bridge.
Help may be on the way. If an experiment to control this plant, by the introduction of specific weevils, is successful. Further information is available at www.cabi.org/invasivespecies/floatingpennywort - Wild flower area
The wet winter, and the saturated ground conditions, meant the Council did not seed the wild flower area until late May; much later than usual. A polite word to describe the resulting display is "disappointing". - Information Board
The one bit of good news this year is that the information board, which we have been pushing for since 2016, was finally installed in April. Members comments have, so far, been complimentary. - Wooden bridge
The Council have always maintained that the Forestry Commission is responsible for the wooden bridge. In the past, Friends of Parklands have replaced missing struts. When, however, several struts went missing during the Summer, probably due to vandalism, and, more importantly, the supporting base was beginning to rot, we asked the Council to provide us with a contact in the Forestry Commission. When they were unable to do so, the Council eventually accepted responsibility for the wooden bridge. I am pleased to report that, following a review of the bridge, the Council promptly arranged for the struts and base support to be replaced. - Litter bins
The Council have agreed to install 3 new litter bins at Parklands. " The bins are installed by one of the Rangers, among all his other work, and his list of bins to do is long" is the latest news I have. - Fallen trees in the lake
"The only tree officer for the whole Borough has been off sick......he will have a large backlog and, as this will not be as urgent as others, it will be a while". - Public liability insurance
Contrary to my understanding of what was said at the Havering Friends Groups forum on 15/2/24, the Council will not refund our public liability insurance, as Friends of Parklands is apparently not an official Friends Group. - Car park extension
The Council have confirmed that there are no plans to extend the car park at present - Treasurer
Some of you may be aware that the elected Treasurer, Andrew Griffiths, no longer lives in Havering. It may be more practical if another volunteer could take on this role - Working parties
Unfortunately, the November and December 2023 working parties had to be cancelled due to the saturated ground conditions. The attendance at the first 9 working parties in 2024 was poor and the request for more volunteers has met with little response. However, 9 volunteers attended the October wp, where the main objective was to help plant a few hundred daffodil bulbs. The task was successfully completed, thanks to the help from new volunteers, not all of whom were local. - AGM
Just to remind you that this year's AGM will be held at 8pm on Thursday 14 November 2024 in the chapel at Trinity church. Please try to come along and give us your views about how we could all make Parklands an even nicer open space.

The Chairman welcomed the members present to the meeting and expressed his disappointment that so few members were in attendance.
Secretary/Chairman’s report
A copy of the report (Appendix 1) was sent to all members prior to the meeting.
The Secretary/Chairman welcomed the fact that, since writing the report, quite a lot of Pennywort
appeared to have been removed from the lake, presumably by the rangers or the fishing club.
He also mentioned that some of the Willow trees appeared to be nearing the end of their life.
The meeting unanimously agreed to the proposal to delete the phrase “ subject to at least 2 meetings
each calendar year” from the constitution. Item 6 under the heading “ Executive Committee” now
reads “The Committee shall meet as and when required”
Treasurer’s Report
A copy of the report (Appendix 2) was sent to all members prior to the meeting.
The Treasurer spoke about the difficulty encountered in amending the bank mandate after
Linda Hawthorn’s death. Roy Brand has been added to the bank mandate as an authorised signatory but to try to avoid a similar problem in the future, it was suggested that another person be authorised as a signatory.
The meeting unanimously passed a resolution that Chris Moss should be authorised to operate our bank account with the National Westminster (60-06-08 no 28308875) and should be added to the bank mandate as an authorised signatory.

Bill Maclaurin re-iterated the need for more volunteers to support the working parties and suggested placing an article in the Bulletin. Roy Brand undertook to prepare an article for the Bulletin and mentioned that the information board, when it is finally installed, should provide a means of publicising the aims of Friends of Parklands.
It was agreed that some of the funds be used to purchase more daffodil bulbs.
It was agreed that collection of subscriptions should resume from 1 January 2024.
Friends of Parklands Chairman/Secretary’s report for 2023 AGM Appendix 1
Committee
You will be aware that Linda Hawthorn, the inaugural Secretary of Friends of Parklands, sadly
passed away on 19th May 2023. Linda Sankey kindly prepared and sent a floral tribute to her funeral on behalf of Friends of Parklands.
The committee agreed that I should assume the role of acting Secretary, as well as Chairman, until
the AGM. This actually hasn’t proven too onerous, as no committee meetings have been held this
year! All consultation has been done by email. I intend to propose at the AGM that item 6 under the
heading Executive Committee of the constitution should be amended to delete “subject to at least 2
meetings each calendar year”.
There is a danger in Friends of Parklands becoming an autocracy if we do not fill all the roles on the committee. It is for this reason that I am willing to seek re-election as either Chairman or Secretary, but not both.
Working parties
A working party has been held every month but attendances have been disappointing. We are desperately in need of some new (younger) blood. If any of your friends or neighbours are willing to help, even occasionally, please encourage them to come along. They don’t necessarily have to be members of the group.
Liaison with Havering Council
You will be aware of the Council’s financial situation. We continue to regularly notify the Havering Parks Development Officer of any problems which are beyond the scope of the working parties e.g.
large fallen trees, missing or damaged litter bins, pennywort in the lake, etc. The Council tend to respond promptly to items they consider urgent or related to safety, e.g removal of fly-tipping, clearing a large willow branch or replacing the buoy. However, a willow tree that partially fell and was reported to the tree officer on 4 September, is still precariously overhanging the lake.
Fishing Rights
The Council withdrew their offer of fishing rights to the original preferred bidder and the rights were eventually awarded to Response Baits, who also have rights to fish on the Harwood Hall side of the lake. Response Baits have erected gates on the Harwood Hall side of the lake to prevent unauthorised fishing from that side of the lake. They have also improved the swims and cleared some of the weeds from the lake.
Update on issues discussed at the 2022 AGM
- the buckled fence, adjacent to the car park, has been repaired.
- a plaque has been affixed to the memorial bench in memory of Andy Brett and Bert Davis.
- the 2 black poplar trees which we planted have been staked by the Council.
- lime -washing of the bridge remains on the Council’s capital list but funding is still not available.
- the Council employed a contractor to clear the pennywort from the lake towards the end of
2022. We noticed a small area of pennywort was again growing in the pond and first notified the Council of this on 10 August 2023. We were informed that one of the rangers had been asked to remove as much of this as he could. Since then, the pennywort has continued to spread and now covers much of the lake.
- an information board, similar to the welcome boards in the Council’s other parks, is now available and is awaiting a fitting date.

Our latest accounts for the 12 months ending 31/03/23 show a balance of £1,781.83. The only
expenditure during that year was public liability insurance to cover the monthly working parties.
Due to problems in trying to find a new bank account, following the Nationwide’s decision to discontinue the provision of community accounts, it was decided not to ask for membership renewal fees or donations that year.
The difficulty in opening a new bank account has now been resolved although the process was further complicated as we had to arrange for the mandate to be amended when Linda Hawthorn passed away. The new arrangements will allow us to offer members the option of making online payments direct to the account.
Since preparations of the accounts our balance is currently £1632.74 following payment of this years’ insurance and purchase of a new first aid kit for the working party.

Chairman's Report
The Chairman remarked that there were only just enough members present to form a quorum and thanked those present for attending.
He provided an update on the progress that had been made in the past year; including pot-holes in the car-park being filled, the memorial bench installed, some rusty litter bins replaced, and the plaque for Andy Brett's memorial tree now being in place. The Council had also now placed orders for an information board and repairs to the buckled fence. They have also submitted a proof plaque for the memorial bench.
Items still outstanding were the reseeding of the damaged grass areas, staking the black poplars, lime-washing the bridge (which is on the capital list but currently no funding is available), and repairs to the wooden bridge (which the Forestry Commission is responsible for).
Pennywort in the lake is the biggest outstanding problem. The Secretary, however, informed the meeting that a new cheaper quote for it's removal, which may be acceptable, has recently been received by the Council.
The Chaiman thanked Terry Belcher for continuing to provide the platform for the website and bearing the cost.

Banking arrangements and Treasurer's report
We have 33 members, and an income of £395, making a balance of £1781.83
The Treasurer reported that The Nationwide had withdrawn all of their Community accounts. We, consequently, need to find a new banker and it was proposed that we open a Community Current account with Metro Bank. The meeting unanimously agreed to this proposal.
The meeting also unanimously agreed that the elected Treasurer should be authorised to operate the bank account and that the elected Secretary and Chairman should also be authorised signatories, with account operating on any one of the authorised signatories.
Fishing rights
The Chairman said that the Council had received 3 bids for the fishing rights at Parklands and that Property Services had made a recommendation of their preferred bidder.
Secretary's note: It was subsequently confirmed by Property Services that Heads of Terms have been issued to the licensee and the Council are waiting for the licensee to sign and return them.

- Bill Maclaurin mentioned that the footpath sign-post leading to Parkland Avenue had gone. The Secretary undertook to report it.
- There was some discussion about whether anything could be done to make the surface of the bridge less slippery. The Chairman said that this had been discussed with the Council before and they did not accept that there was a problem.
- It was noted that the Group had funds available if members wished to submit any proposals for improving Parklands e.g. bird boxes, bulbs, etc
- The Secretary undertook to prepare an article for the Bulletin publicising Parklands

1 - Notice board: Richard confirmed that he was awaiting quotes
2 - Bridge Limewash: on capital list but no funding available at present

4 - Pennywort and fallen trees in lake: Richard undertook to discuss the need for clearance with the new River and flood officer in Highways (Phil Greet)
5 - Grass: Richard said that the damaged areas would be re-seeded in the Autumn
6 - Fallen branch from one of the willow trees: Roy reported that a large branch from one of the willow trees, at the car-park end, had fallen onto the edge of the lake
7 - Memorial bench: Richard undertook to obtain a proof for the plaque
8- Wooden bridge: Richard to remind the Forestry Commission about our concern with the condition of the bridge
New matters
1 - Black poplar saplings: Richard agreed to arrange for the 2 trees that had been planted 4 years ago to be staked and tied, as they were now top-heavy and had fallen onto their sides.
2 - Wild flower area: Richard confirmed that the wild flower area has been rotovated and re-seeded
3- Water level: Chris pointed out that the water level in the lake had dropped, when the railway sleeper by the weir was removed, following the bridge renovation. He suggested that this may be the reason for the excessive pennywort growth. Richard agreed to bring this to the attention of Phil Greet.

4 - Pennywort and fallen trees in lake: Richard undertook to discuss the need for clearance with the new River and flood officer in Highways (Phil Greet)
5 - Grass: Richard said that the damaged areas would be re-seeded in the Autumn
6 - Fallen branch from one of the willow trees: Roy reported that a large branch from one of the willow trees, at the car-park end, had fallen onto the edge of the lake
7 - Memorial bench: Richard undertook to obtain a proof for the plaque
8- Wooden bridge: Richard to remind the Forestry Commission about our concern with the condition of the bridge
New matters
1 - Black poplar saplings: Richard agreed to arrange for the 2 trees that had been planted 4 years ago to be staked and tied, as they were now top-heavy and had fallen onto their sides.
2 - Wild flower area: Richard confirmed that the wild flower area has been rotovated and re-seeded
3- Water level: Chris pointed out that the water level in the lake had dropped, when the railway sleeper by the weir was removed, following the bridge renovation. He suggested that this may be the reason for the excessive pennywort growth. Richard agreed to bring this to the attention of Phil Greet.

Treasurer - We have 38 members, and collected £550 in subs. Funds stand at £1483.88p but we have liabilities to pay for the memorial tree and bench

It was unanimously agreed by those present that the roles of Treasurer and Membership Secretary be combined.

Bird and Bat Boxes - Chris Wilkins explained that a group of men who meet regularly, and did various carpentry works, might be able to help. Chris Wilkins would seek more details.
Information Board - Now lost - advised that the Council will make a new one. Chris Wilkins to progress.

Fly-tipping- It was reported that fencing posts from the old fence at the rear of number 17 had been fly-tipped in the park - Linda to sort
Wild flower area - to be re-seeded in Spring

Andy Brett - all were saddened by the untimely death of Andy - decided to plant a tree in his memory - various options discussed. Chris Wilkins to confirm what contribution UCRA would be prepared to make towards a memorial bench. The funeral will take place on Monday 2 December; at the crematorium at 10.40am, then onto Trinity Church at 12.00 noon. Chris Moss to remove Andy's name, as a contact, from the web-site.

Planned expenditure
It was agreed that we purchase and plant some rhododendrons this autumn.
A suggestion to purchase a picnic table was deferred until the AGM
Path by side of stream at Corbets Tey end
It may be possible to clear a path when the vegetation has died down
Information Board
Richard Cottam undertook to arrange for the parks fitter to make a replacement board and to arrange printing by one of the council's approved contractors
Fishing rights
Still with Property Services to evaluate
Wild flower area
Richard Cottam confirmed that the council intended to cut down the area but not rotovate it. Some additional seeds would be sown in the spring.
Bridge
Richard Cottam said he would obtain quotes for lime-washing of the bridge. He would investigate reports that there was movement in a couple of the stones.
Collection of cuttings
Richard Cottam said he would try to coincide collection with the next working party on 9 October.
N.B. Park Farm Road was closed on the planned day.
Road works in Park Farm Road
The committee expressed their satisfaction with the work carried out and noted that the crossing between Parklands and Bonnetts Wood was now safer.
Tree overhanging the lake
It was noted that the tree overhanging the lake at the car park end was not on Council owned land.
Canes and sleeves for saplings
Richard Cottam agreed to supply some larger canes and sleeves for some of the 50 trees which were planted in November 2018
Replacement bow saw
Richard Cottam agreed to supply a replacement for the broken saw.
Risk of falling tree
The Council Tree Officer had been asked to check whether some of the apparently dead trees on the South bank, at the Corbets Tey end, were safe. Linda Hawthorn would ascertain his findings.
Bat boxes
It was reported that 5 bat boxes were due to be installed on 9 October.
N.B. Installation was subsequently deferred until the November working party.

Treasurer's report
The bank balance at the end of March 2019 was £635, which includes a donation of £300 from UCRA

Membership Secretary's report
Marylyn reported that, so far in 2019, 47 members had contributed £430 in subscriptions and donations. The total includes 17 new members.Thanks were given to Nickel Press who printed, free of charge, the recruitment leaflets that were delivered with The Bulletin.
Planned expenditure
It was agreed that the Chairman would ask all the members for their suggestions on how to improve Parklands.
Path by side of stream
Marylyn suggested that a path be cleared by the side of the stream. The Chairman pointed out that a path had been cleared but, due to the lack of use, it had now become overgrown. Consideration would be given to reinstating it.
Information/notice board
It was noted that the Council had made no progress in tracking down and installing the board that had been earmarked for Parklands over a year ago. The secretary agreed to progress with Richard Cottam,
Fishing rights
The secretary reported that the Upminster Councillors had seen the Chief Executive and were awaiting his reply.
Wild flower area
It was reported that some additional seeds had been sown in the original area at the March working party.
Bridge
The Council have confirmed that it is planned to apply another coat of lime-wash to the bridge. The secretary will pursue with James Rose.
Collection of cuttings
The non-collection of cuttings was an ongoing problem. The Chairman said that he would try to agree a policy with Richard Cottam
Road works in Park Farm Road
It was noted that the road works in Park Farm Road were due to be completed by mid-May. From a safety point of view a controlled crossing between Parklands and Bonnets Wood would be a good idea but the cost was probably prohibitive.
Open House Day
A decision on whether or not to hold another open house day was deferred for further consideration.

Andy Brett was thanked for his role as working-party co-ordinator, from which he has had to step down from. A container, in someone's back garden overlooking the Park would be useful to store the equipment.
50 trees, 10 each of native species will be received soon, from the Mayor of London's scheme - these will need to be planted within a week

Had attended the Park's Forum, on behalf of the friends, and was told that otter footprints had been found over the park.
Fishing rights
Cllr's Chris Wilkins and Linda Hawthorn up-dated the group. The tender for the fishing rights are up for renewal, and a new company had applied for them, which is a business venture, and not in keeping with the park - following several e-mails received, all against the project, both they, and Council have been informed of the objections of the friends, ward Councillors and Residents.
An anonymous letter had been sent around, mentioning the names of Chris and Linda, which had compounded the matter.
Chris and Linda promised to keep the friends up-dated on the subject - CW and LH

All looks OK - the Auditor had received them last Monday, for checking

2018 subs are due. She advised that she has not got the time to remind people individually, and they should be in by the end of March. Roy said that if Marylyn would like to send him the e-mail she wants to send out, he will circulate it to all current members

Addendum (Sally Gammer’s report dated 30 January 2018)
It was advised that :
The Park is owned by LBH and some works and maintenance are carried out by the LBH Grounds Maintenance team, but the Friends of Parklands also have volunteers who make up working parties on the 2nd Wednesday of each month, in addition.
Currently hand tools are used to carry out tasks such as cutting back of nettles and growth, hedging and general gardening type works within the park area, which can be physically hard work.

It was advised that :
The Park is owned by LBH and some works and maintenance are carried out by the LBH Grounds Maintenance team, but the Friends of Parklands also have volunteers who make up working parties on the 2nd Wednesday of each month, in addition.
Currently hand tools are used to carry out tasks such as cutting back of nettles and growth, hedging and general gardening type works within the park area, which can be physically hard work.

Andrew outlined the background of the groups formation, and noted our activities and achievements - We were set up in Jan 2012, to promote the park, and have much to be proud of, mainly setting up the Friends Group, establishing monthly working parties, arranging guided tours, but chiefly the restoration of the bridge. This was celebrated by the open day on 18th Sept. He concluded by thanking the committee for their support and hard work during the year. Andrew also mentioned he will be standing down as Chairman after the AGM.He has been involved with the restoration of the bridge for over 18 years and helped establish Friends of Parklands and became their Chairman as a means of moving the restoration project forward. Now that the work has been completed it is an appropriate time to hand over for someone else to take the Friends Group forward.

- Our working parties have made good progress and most areas have now been tidied up. The Council have made a few suggestions for further work activity and these will be followed up in the coming months.
- Unfortunately the Council have no further supplies of bulbs available for planting by the Corbets Tey Road entrance and along the path to the bridge. Fund raising is planned to enable this project to continue
- The pennywort has now been cleared and the fallen tree removed from the lake.
- The new car park gate and height restriction barrier is now operational and the car park is in use.
- Arrangements for the forthcoming AGM were discussed, which will be on Wednesday 16th November, 19.30 hrs at Trinity Church, Upminster
- Changes to our Constitution are planned, to reduce the number of meetings held, and to bring it up to date. The final draft will be circulated to all members prior to adoption.
- There has still been no further developments regarding Channel Angling Club, and situation continues to be monitored.

- Our working parties continue to make progress, the area by the bridge has recently been cleared, and the next project is to plant more bulbs, and some shrubs by the Corbets Tey Entrance.
- The wild flower area has not been a success and will need reseeding next year. A new location may be chosen.
- The council have instructed contractors to clear the pennywort from the lake, and work will start shortly.
- A tree from the south bank has fallen into the lake and the council will be arranging for its removal.
- Arrangements were finalised for the Groups presence in Parklands on Sunday 18th September as part of London Open House weekend. ( Note – event proved a success, many people showed an interest in the work of the Group and restoration of the bridge, and over 10 new members joined the Group).
- Enquiries are on-going to find a suitable venue for the AGM later in the year.
- New railings have been erected on the north side of the car park, and installation of the new gate and height restricted barrier at the car park entrance has commenced.
- The have been no further developments regarding Channel Angling Club, and situation is being monitored.

- There was no working party in July, but they will resume again in August. A meeting is planned with the council to discuss future work that can be carried out by the working party, to include the planting of shrubs by the Corbets Tey Road entrance.
- There are plans by the council to trim back the trees on the island, and for a general tidy up, but this will have to wait for an appropriate time of year.
- The seeds in the wild flower area do not appear to have been successful. Situation will be monitored and re seeding may be needed.
- There is not the funding available to renew the path leading from Corbets Tey Road, but the council will arrange for some infilling to repair the worse areas.
- It has not been possible to identify a safe area for the pond dipping platform and this project is unlikely to proceed.
- Funding has been obtained for new gates with a height restriction barrier, for the car park. They are currently being manufactured and should be fitted soon.
- There has been evidence of people camping and lighting fires in Parklands. The parks security has been advised and they will be monitoring the situation.
- The floating pennywort has reappeared in the lake, and arrangements are in hand for this to be removed.
- There are still on going discussions with the Harwood Hall Estate and Channel Angling Club regarding works on the far bank, and agreement to fish. An application to fish the lake has not been received and currently there is no fishing allowed on the far bank.
- To tie in with London Open House weekend it had been decided the Friends of Parklands will have a gazebo in the park on Sunday 18th September 2.00 – 4.00pm so that the public and residents can have the opportunity to talk to us about our aims, and learn more of the history of the park, and the bridge.
- We are hoping to hold our AGM later this year in October, subject to the availability of a suitable venue.

- The working parties continue to make progress and most of the heavy work has now been completed. Future activity will concentrate on clearing debris and any litter.
- A large branch has fallen across the grass near the car park and the Council has been asked to arrange its removal.
- The Council will shortly be removing / levelling the dredged earth adjacent to the car park.
- The wild flower area has now been rotovated with seeds sown.
- The Bridge is now finished and Linda Hawthorn will liaise with the Council to arrange an opening ceremony for late June / July.
- It is now planned to hold our AGM in the autumn, rather than the summer months, and arrangements will be finalised at our next meeting.
- A Facebook page is to be set up for the Friends Group, as a means of reaching more residents.
- The Parks Department has now applied for funding to install new gates, and a height restriction barrier for the car park. As part of the application funding has also been requested to renew the path from Corbets Tey Road to the bridge.
- There is no further news about the Channel Angling Club, although they do not have a license to fish the lake and the Council have not received any application.
- Notices have recently appeared along the far bank advising there is no fishing until further notice and advising anglers to fish on the other side of the lake. We assume these have been put up by the Club. We have asked the Council to write to the Club to formally advise there can be no fishing without the appropriate license.

- The working parties continue to make good progress and the dates for future months are shown on the web site
- The Residents Association have given us a grant to cover the insurance for our working parties and arrangements are now in hand to renew the policy.
- Work on the wild flower area has been delayed by wet ground conditions.
- We are still having problems finding an area where pond dipping can be carried out safely, and there is now some uncertainty regarding this project.
- The Bridge is almost finished, the scaffolding has now been removed
- It is planned to have an official opening ceremony some time in June, and further details should be known at our next meeting.
- Arrangements are also in hand for our first AGM later this year, and suitable venues are being investigated.
- A meeting has been arranged between the Council and the Harwood Hall Estate for the 10th March to discuss the problems caused by Channel Angling Club.
- (Note – The meeting has since taken place, when it was agreed the Angling Club will have to remove the structures they have built in the lake, and also remove the corrugated iron sheeting and other debris from the far bank.)

- The schedule for the next 6 months working parties has been prepared, and the group will be joining the Havering Community Directory as a means to attracting further volunteers.
- To cover future insurance premiums for the working parties an approach will be made to local groups for grant funding.
- A wild flower meadow will be established in the spring. The area will be rotovated and sown with English wild flowers. The possibility of introducing English bluebells in the wooded area of Parklands will also be explored.
- The possibility of having our own Facebook site will be explored as a means of reaching more residents and engaging with them
- There has been no further progress in identifying a site for the pond dipping platform and this project will be carried forward to our next meeting.
- Following recent incidents of fly tipping the entrance to the car park has been closed and barricaded. Early in the new financial year a new barrier with height restriction will be installed together with CCTV cameras.
- Recent works being carried out by the Channel Angling Club on the far bank of the lake was discussed at length. Several residents have raised concerns about the work, particularly the corrugated iron protrusion into the lake. The Council has now intervened and instructed the club to cease work immediately as there are other implications involving water flow and wildlife.
- It was agreed to issue a news letter to all residents backing onto Parklands to explain the situation more fully. A meeting is being arranged between the Council & the club to resolve matter, and the Group will be maintaining pressure on the Council for the removal of the corrugated iron structure.
- The balustrades and capping stones have now been delivered and the bridge should be completed by the end of the month, although the final lime wash coating may be delayed until warmer weather, together with the resin bonded surface for the path over the bridge.

- The monthly working parties continue to make good progress, and a meeting is planned with the Council to discuss other areas where we can be of assistance.
- There is still no news about establishment of a wild flower meadow and the council have been asked for an update.
- The recent growth of pennywort has been removed although a small element still remains and further action may be needed to ensure the lake is completely clear.
- Since the lagoon has been de-silted it has been difficult to identify a suitable site for the pond dipping platform, a further meeting of interested parties will be held to see if a solution can be found
- There has been a further incident of fly tipping by the car park area. This was cleared away quickly but Street Care will be looking at what other measures can be taken to deter future incidents. These could include CCTV or a height barrier at the entrance road.
- The Harwood Hall Estate has agreed to lease the south bank of the lake to a new fishing club (Channel Angling Club). There is some confusion over the terms of the lease and whether night fishing is allowed. The Council are to seek clarification.
- Since our last meeting work on the bridge is progressing quickly with many of the original design features now restored. It is hoped work will be completed by the year end although this is dependant on the weather and delivery of the balustrades. Once work is finished the path from Corbets Tey Road to the bridge will be renewed.

• Our monthly working parties continue to make progress.
• The planned visit by Sanders School to carry out work in the Park did not take place due to the School encountering problems whilst carrying out a health & safety review.
• It is now possible to walk along both sides of the lake, following work carried out by the Harwood Hall Estate, to repair their fencing and the removal of obstructions.
• The pennywort has started to grow back and arrangements are being made for its removal from the lake. On a positive note, the problems with the algal bloom have now receded following recent rainfall and an increase in the water flow in the lake.
• The Council have now de-silted the lagoon by the bridge and made repairs to the silt trap. The water flow has improved and the sides of the lagoon are now deeper. As a result the original site for the pond dipping platform is no longer appropriate, and an alternative site is being sought.
• The recent fly tipping has been removed. There has been another incident of night fishing, and a fire being lit, which resulted in the police being called. Parklands will now be included on the parks protection service visitation rota.

- Our monthly working parties continue to make progress and a schedule of new dates has been released.
- On 15th July 25/30 year 7 & 8 students from Sanders School will be joining us as part of their community engagement day. They will be picking up litter and light debris along the path from Parklands Avenue to the car park.
- A recent outbreak of Algal Bloom has resulted in the loss of some 300 fish in the lake. Action has been taken by the environment agency which includes increasing the water flow to the lake, and the situation is being closely monitored.
- There have been some recent incidents of night time fishing in Parklands and the Parks Protection Service has had to be called. Anyone seeing further incidents should report it immediately to the appropriate authorities.
- Work on the bridge is still being delayed by Listed Building requirements. A photographic survey of the condition of the bridge has now been undertaken and it is hoped all requirements have now been met and work will start imminently. In the meantime the contractors have been finalising the specifications for the balustrades and handrail.
- Sadly there has been a reoccurrence of fly tipping in Parklands. Some rubbish has been left in the car park, and 3 mounds of earth and builders rubble have been dumped along the footpath between the Corbets Tey entrance and the bridge. This occurred when the bridge contractors left the gates open and unattended.
- A site has now been identified for a small wild flower area towards the car park end of Parklands. The grounds maintenance staff will be asked to not to mow this area.
- There is nothing further to report regarding the pond dipping platform, and we are still awaiting installation of the new life belt by the lake side.

- Our working parties continue to make good progress and are now concentrating their efforts on clearing the edge of the lake, commencing at the car park end. The bulbs recently planted earlier in the year have provided a spectacular display by the Corbets Tey entrance.
- Enquiries will be made with local scout groups to see if they can assist in helping to clear areas of the park
- The insurance for the working parties has been renewed for another year, although there are insufficient funds for future years and a number of possible funding options were discussed.
- Site works for the bridge have now been completed, the lagoon / lake have been dammed, scaffolding has been erected around the bridge, and the grey railings have been removed.
- The listed building consent contains some restrictive conditions including a need for a photographic record / survey of the rendering prior to removal of any defective areas. It is hoped these issues can be speedily resolved, in the meantime the contractors are continuing with off site works.
- Once the bridge is finished it is planned to hold an opening ceremony / community event which could also assist with fund raising.
- The council plan to desalt the lagoon whilst the dam is in place.
- A suitable site has been identified for the pond dipping area in the lagoon, in the far corner, so that it will not impact on the vista of the bridge. Work will not start until the bridge has been renovated but enquiries will be made on technical specification and availability of fundraising.
- Matters still outstanding include the installation of the life belt by the lake edge and identification of a site for the wild flower area. The council will be reporting back on both matters next time.

- Our regular working parties continue to make good progress and the dates for the next 5 months are, Wednesdays 18th February, 11th March, 15th April, 13th May, and 10th June. The insurance covering our working parties is now due for renewal and the secretary was asked to check on the premium due and availability of funds
- The additional shrubs (Mahonias) provided by the Council have now been planted by the footpath at the end of Parkland Avenue.
- The new lifebelt and housing has now been received and the Council are arranging installation
- Work on the bridge has now started although the contractors have encountered some problems in damming the lake and controlling the flow of water against the inflatable barrier. It is hoped this will be resolved speedily as work is now being held up
- The removal of the trees that have fallen into the lake is expected imminently
- Sarah Young a teacher at Corbets Tey School is keen to establish closer links between the school and our group with a view to establishing a pond dipping area by the bridge. This is a project that we are keen to promote and it was agreed a meeting would be arranged to explore this further.
- After a brief discussion it was decide that rather than create a wild flower area in the park it would be better to leave an area of grass uncut as there are already a number of wild flowers in the park. The council will report back to us on a suitable area for this.
- Mary Smith a local botanist joined our meeting and gave an interesting talk on trees in Parklands, highlighting some of the more unusual ones, and has offered to take us on some guided walks in June to see the species in bloom. Following this details and photographs of the trees will be added to the website.

- Our regular working parties continue to make good progress in clearing the area from Corbets Tey Road towards the bridge.
- On the last occasion on 12th November we were joined by Council employees who provided assistance with a chain saw, enabling some of the larger logs / fallen trees to be removed. Unfortunately the session had to be curtailed due to torrential rain, but they will be joining us again on the 12th December.
- After a brief discussion it was agreed no further action needed to be taken regarding the car park at the far end of the park, as it was felt the current surface was in keeping with its surroundings.
- The Council has offered to provide additional shrubs (Mahonias) for planting by the footpath at the end of Parkland Avenue.
- A new lifebelt and housing has been ordered to replace the one damaged midway down the lake.
- Work on the bridge is due to start early in January. Initially the lake will be dammed, and refurbishment of the bridge will commence one week later. This will be a 4 month project.
- A start date is still awaited for removal of the trees that have fallen into the lake.
- There was nothing further to report regarding potential future projects, the establishment of a pond dipping area adjacent to the bridge, and creation of a wild flower area.

- Our regular working parties have made good progress in clearing the area from Corbets Tey Road towards the bridge, and creating a path along by the stream leading to the lake. Bulbs have been planted by the entrance to the Park and under some of the trees by the pathway.
- It is hoped the Council will be able to assist at a future working party by providing a chain saw to cut some of the larger logs that need removing.
- Dates for future working parties are 9th October, 12th November, 11th December, meeting at 10.00am at the Corbets Tey Road entrance.
- The contractors have made an excellent job in resurfacing the road leading to the car park at the far end of the park. The car park itself needs some attention and the Council have been asked to look at the options available to upgrade this area.
- The pennywort in the lake, by the bridge has now been cleared.
- Future projects discussed included a pond dipping area by the bridge for use by pupils at Corbets Tey School. This was considered a worthwhile scheme and will be reviewed once work on the bridge has commenced. Also discussed was the establishment of a wild flower area in the park, and the Council were asked to recommend a suitable area.
- Veolia have agreed to provide 50% of the funding to remove the trees that have fallen into the lake. The Council will provide the balance of the funds, and as part of this project the willow trees will be cut back, where they are going into the lake
- Funding is now in place for the refurbishment / renovation of the bridge and all technical issues have been resolved. The Council is now in discussion with the contractors and a start date is awaited.
